Delhi MCD by-polls: BJP, AAP, and Congress share spoils as 12-ward results come in

Summary: In the 2025 MCD by-elections across 12 wards, BJP and AAP retained key seats while Congress opened its account with a win in Sangam Vihar — voter turnout came in at 38.5%.

The Municipal Corporation of Delhi held by-elections in 12 areas in 2025. The major parties, the Bharatiya Janata Party (BJP), the Aam Aadmi Party (AAP), and the Indian National Congress, each won and lost seats. With several wards up for grabs after councillors were elected to higher offices, the contest turned into a crucial test of local mood.

In total, the bypolls were held in 12 wards: Mundka, Shalimar Bagh B, Ashok Vihar, Chandni Chowk, Chandni Mahal, Dwarka B, Dichaon Kalan, Naraina, Sangam Vihar A, Dakshin Puri, Greater Kailash, and Vinod Puri.

Here’s how things unfolded:

  • Anita Jain (BJP) won from Shalimar Bagh B — a seat vacated after the previous councillor became MLA.

  • Suman Kumar Gupta (BJP) clinched Chandni Chowk, retaining that ward for the party.

  • Ram Swaroop Kanojia of AAP won Dakshin Puri, giving the party one of its wins in this round.

  • On a striking note, Congress’s Suresh Choudhry won Sangam Vihar A, marking a rare gain for the party in these bypolls.

Overall, the turnout was lower than in previous MCD elections — 38.51%, compared with about 50.5% in 2022.

This result changes the math in Delhi's civic council. The BJP holds the most seats in the 250-member MCD, but recent elections show that both the AAP and the Congress remain relevant, particularly in wards where voters are concerned about cleanliness, infrastructure, and public services.

The outcome clearly outlines several aspects that, even if the state is on the road to development, local government and community issues remain. And, in a state like Delhi, where civic issues are constant, what happens in MCD wards can create direct consequences to daily life.
