The Government of Laos (GoL) is undertaking the construction of Nam Ou hydroelectric power plant in Laos.
The project involves the construction of 1,272MW hydroelectric power plant and is being executed in two phases.
The first phase involves the construction of three dams, mainly in Luang Prabang and the second phase involves the construction of four dams in Phongsaly province.
The project includes the construction of a reservoir and seven hydropower plants along the 475km Nam Ou River.
It includes the construction of substations, powerhouses, and access roads, the installation of turbines, transformers, and generators, and the laying of transmission lines.
Due to the high construction cost and low demand for electricity, Sinohydro Corporation Ltd (Sinohydro) will initially build three power plants namely Nam Ou 2, 5 and 6 along the Nam Ou River, as part of the first phase with an installed capacity of 540MW.
Nam Ou 2 is a 20m water head and 49m-high concrete dam with total installed capacity of 120MW (3 x 40MW), Nam Ou 5 is a 49m water head and 74m-high concrete gravity dam with total installed capacity of 240MW (3 x 80MW) and Nam Ou 6 is an 88m-high geo-membrane rock-fill dam with a total installed capacity of 180MW (3 x 60MW).
The four power plants namely Nam Ou 1, 3, 4 and 7 along the Nam Ou River, as part of the second phase, will have total installed capacity of 732MW.
Multiconsult AS has been appointed as lead consultant for the first phase of Nam Ou 2 and Nam Ou 5 hydroelectric power plants. The scope of the work includes reporting and advice to the GoL and a review of project design, key project documents, compliance monitoring during construction, services during project commissioning and monitoring during the early stages of project operation.
Hydrochina Kunming Engineering Corporation has been appointed as front-end engineering design (FEED) and study consultant for the seven hydro-power plants.
In October 2007, Sinohydro signed a development agreement with GoL.
On April 11, 2011, the Master Agreement for seven dams was signed. According to the agreement, the project will be developed by Sinohydro on Build, Own, and Transfer (BOT) basis.
Power Construction Corp. of China Ltd has been appointed as the construction contractor under BOT mode.
On April 21, 2011, Electricite du Laos (EDL), Sinohydro and China Development Bank signed financial cooperation agreements for the project.
In August 2011, Nam Ou River Basin Hydropower Co. Ltd was set up, in which Sinohydro holds 85% of shares; EDL holds 15% of shares.
In September 2011, the Feasibility Study Report (FSR) was presented in the consultation meeting with GoL and on September 26, 2011, the final approval towards the FSR was obtained.
China Development Bank will fund the seven hydropower plants built on the Nam Ou River in Phongsaly and Luang Prabang Provinces.
On October 1, 2012, construction works commenced.
In August 2015, construction work on Nam Ou 2 dam, Nam Ou 5 dam, and Nam Ou 6 dam was completed 78.3%, 89.5% and 80.1% respectively.
On August 31, 2015, China Electric Power Construction Group Co., Ltd signed a franchise agreement and power purchase agreement (PPA) for the second phase.
In November 2015, Nam Ou 2 dam commenced operations with an installed capacity of 40 MW.
In April 2016, construction works on the first phase of the project were completed.
On April 28, 2016, construction work on the second phase of the project commenced with completion scheduled by 2020.
