The project funded US$87 million and remaining US$475 million is unfunded.
In November 2015, City Council adopted a staff report with amendments to allow the project to proceed.
In June 2016, project procurement and delivery method report submitted to the executive committee and the report was adopted by the city council on July 12, 2016.
