Summary


The General Directorate of Highways (KGM), an affiliated institution of Turkeys Ministry of Transport, Maritime, and Communication (MTMC), is undertaking the construction of a suspension bridge in anakkale, Turkey.

The project involves the construction of a 3.7km, three-lane suspension bridge between Lapseki and Gelibolu comprising 2,023m long and 1,000m from both side openings length.

The project includes the construction of concrete towers, side walls, ramps, road separators, the dredging works, 2x3 lane highway, 36m wide and 5m high bridge deck and the installation of signaling and safety systems.

The project is planned to be implemented through public-private partnership (PPP) mode on Build-Own-Transfer (BOT) basis.

BOTEK (Bosphorus Technical Consulting Corporation) has been appointed as study consultant. The scope of the contract covers geotechnical survey, feasibility survey, preliminary and application design, structural detailed design, drainage design, environmental impact assessment (EIA) and cross sections.

Tekfen Holding has been appointed as engineering design consultant and Fugro as Geotechnical Consultant.

In October 2014, Japanese heavy machinery maker, IHI Corporation, expressed interest in the construction of the bridge.

In November 2014, MTMC announced plans to add a railway line over the proposed bridge project.

In January 2015, STFA Group also expressed its candidacy for the development of the project.

On October 26, 2016, KGM invited tenders for BOT contract, with a submission deadline on January 26, 2017. Bidding groups have to commit US$27 million to participate in the tenders.

The tender process will consist of two phases.

In the first phase, the bidders which fulfill the required qualifications will be selected. The pre qualification will be conducted based on the (i) organizational structure; (ii) financial strength and (iii) engineering and construction experience of the bidders.

In the second phase, the pre qualified bidders will compete based on the proposed duration of the operation term. The bidder which proposes the shortest operation term shall be awarded the tender.

In January 2017, twenty-four companies have submitted the bids, out of which five consortia are keen to develop the project. The five consortiums includes:

1. Itochu Corp with Japans IHI Corp., Turkeys Nurol Holding AS and Makyol Insaat AS

2. Hyundai, Italys Astaldi SpA, IC Ictas Insaat AS and Kalyon Insaat Sanayi ve Ticaret AS

3. Sichuan Road and Bridge Co. with two local partners

4. Chinas Road and Bridge International Co. Ltd (CRBC) with Kolin Insaat Turizm Sanayi ve Ticaret AS

5. SK Engineering & Construction Co., Daelim Industrial Co., and Limak Insaat Sanayi ve Ticaret AS and Yapi Merkezi Insaat Sanayi ve Ticaret AS

On January 26, 2017, a consortium SK Engineering & Construction Co., Daelim Industrial Co., Limak Insaat Sanayi ve Ticaret AS and Yapi Merkezi Insaat Sanayi ve Ticaret AS was appointed as a BOT contractor.

On March 18, 2017, the groundbreaking ceremony was held, marking the commencement of the construction works.

On August 4, 2017, KGM has awarded the joint venture of Parsons and with Tekfen Engineerin a contract, to provide engineering consultancy, construction support and construction supervision and inspection services for the project.

In December 2017, Strukton Immersion Projects (SImP) has signed a contract with Daelim-Limak-SK-Yapi Merkezi JV for engineering, preparation and execution of the immersed tunnelling processes, and marine works.

Construction activities are underway and scheduled to be completed by September 2023.
