Iranian Central Oil Field Company (ICOFC), a subsidiary of the National Iranian Oil Company (NIOC), is planning to undertake the Changooleh Oil Field project in Ilam Province, Iran.
The project involves the development of an oil field with an output of 65,000barrels of oil per day (BPD). It includes the construction of a 3-phase separator, a crude oil pump station, an export pipe line, Utilities ballast tanks, oil storage tanks, the installation of safety and security systems.
Irans Petroleum Engineering and Development Company (PEDEC) is the most important NIOC offshoot company. The responsibility for all buy-back projects under operation, study or negotiation has been given to PEDEC. It has full authority to manage the projects.
PEDEC has signed an agreement with Dana Energy to develop the project. However, the contractual terms are yet to be finalized and in May 2014, Gazprom has offered a proposal to Iran for developing the oil field project. However, the proposal has been rejected by PEDEC.
NIOC appointed Norwegian oil and gas company DNO, Russias Gazprom Neft and Thailands PTT Exploration and Production (PTTEP), for conducting studies.
In August 2017, DNO, Gazprom Neft and PTTEP submitted the result of their technical studies.
NIOC is in the process of reviewing the result of their technical studies and is expected to take decision in first quarter of 2018.
