Elering AS (Elering), Augstsprieguma Tikls (AST), a subsidiary of AS Latvenergo, and Latvijas elektriskie tikli AS (LET) are planning to undertake the construction of a transmission line between Estonia and Latvia.
The project involves the construction of 180km, 330/110 kV overhead transmission line from Harku to Sindi in Estonia and from Kilingi-Nmme in Estonia to Riga in Latvia, to be developed in phases.
The project also includes the construction of substations and the installation of transformers and power control units.
Harku-Lihula-Sindi overhead line is about 170km long and passes through eight counties and Kilingi-Nmme - Riga overhead line is about 14km long passed through Saarde and Abja.
Ramboll Eesti AS, Ramboll Finland OY, Rambll Danmark AS and Skepast & Puhkim O have been appointed as planning and design consultants, Maves AS as environmental consultants for Harku-Lihula-Sindi overhead line of the project.
Ramboll Eesti AS and Skepast & Puhkim O have been appointed as planning and environmental consultants for Kilingi-Nmme Riga overhead line of the project.
On May 22, 2015, the European Commission approved a US$73 million loan for the project.
In July 2015, draft of strategic environmental assessment was released.
In August 2016, environmental impact assessment (EIA) and right of way approvals received.
On December 5, 2016, Elering AS issued a tender for the selection of a design and build (DB) contractor for Harku to Sindi section with submission deadline of January 12, 2017, however it was extended to May 24, 2017.
In August 2017, Empower AS and Leonhard Weiss Energy AS were appointed as construction contractors.
On February 1, 2018, Pilnsabiedriba EE-LV Interconnection appointed as construction contractor for electricity power lines.
Construction is expected to start in the third quarter of 2018 and to be completed by the fourth quarter of 2020.
